Now, it might be possible in the new House Flippers 2 when it comes out as it looks like it is more of a building game than this one is, but I don't have a lot of information about it as their is not a lot of information out there yet. From my understanding, they are not going to change this game so that it is possible.

And, as of the last few months, we can move windows and exterior doors to new locations on the house, but you cannot add any additions to the house. You can completely change the inside of the house by putting up/taking down interior walls. This game doesn't allow for additions to the house that is already there.

Buying a bundle of Builder Simulator and House Flipper might be a good idea for you. It might end up better than House Flipper eventually, but give it a couple years worth of updates. However, the creativity comes in at the start of the house-building process, when you design the floorplan, and at the end, when you finish building and start decorating. Builder Simulator Already released and very promising. Dreamhouse the game: A few months away from release. The updates are frequent though, so you can keep track of it. Paralives: Looks promising, but is a few months away from release. Also, to have a decent choice of options you need to buy expansions, which are expensive. However, buying it just for the "build/buy mode" seems like a waste. The Sims 4: The only game on the market currently that gives you truly unlimited creative freedom. If you get the bundle with all expansions, the choice of options and mechanics is very good. I even feel that the need to work within the confines of the outer walls of the house and stick to a budget actually Stimulates creativity. The possibility to build extensions will be added to the base game when the Farm DLC comes out. House Flipper actually gives you some of the best creative freedom on the market currently. When people Do build from the ground up, they tend to build for themselves, not for resale. Very few real-life property developers actually have the freedom to extend the properties they buy, and even fewer can build from scratch. "Flipping a house" means buying something that needs work done, doing the work, then selling, hopefully at a profit. You could go look through the items, though, to get an idea before deciding to purchase this game, However, even if you use them, I don't know that you could add on rooms or another floor.

I've glanced at them, but it looked like you would have to get quite a few items for them to work and the game just doesn't run well (for me, at least) when you get too many Workshop items. From my understanding, there are some items in the Workshop where you can do some minor add-ons to the houses in this game, but I'm not familiar with those items either. I've not looked too much into it as of yet, so I can't speak a lot about it. And, they have a game called Builder Simulator (I believe is the right name) that might be more to your liking.

Then you may want to look for a different game.
